ABSTRACT.
Based on the Environmental Policy and perspective of Omni-channel transformation of the industry, we build a multi-input and output index system considering Environmental constraint, at the same time we introducing environment variables to the super-efficiency DEA model and using Malmquist index method to measure the Omni-channel retail efficiency from their efficiency changes aspects. For further Environmental Policy effect research, we use the Tobit model to analyze those key factors of the two leading retail companies and explore their transformation capabilities under Environmental status. The results show that the average efficiency of China’s Omni-channel transformation enterprises fluctuates greatly with Environmental policy time changed. Resource management ability is the key factor to promote the transformation and development, Technological innovation is a significant impact on the total factor productivity. Logistics ability and big data technical support is the key to improve the transformation ability. All these factors have brought significant conflicts to the design of scientific environmental policies.
